Hi, Swamp Mallow is an Hibiscus species.  It will grow in ordinary garden
conditions; you don't have to create a swamp.  You may have a hard time
establishing it, as the roots react badly to disturbance.  So put it where
you want it and don't move it again, if possible.  A little extra bone meal
will help, and make sure your soil is not alkaline.  It will do well in
dappled, light, or partial shade in your area, but watch out if you have
dry winds in the summer (foliage may become dessicated, but it's not much
of a problem).
