azaleas & rhodies - no blooms?

I have several different azaleas & rhodies in different beds in my
yard. There are several shrubs with no or very very few blooms, in
the same beds with those which are blooming profusely (so, I figure
it's not the growing conditions). Any ideas? Will applications of
HollyTone increase blooms for next year (or just make the plant
"happy")?
