Forsythia

I've been clearing an overgrown bed under trees, the bed had been
taken over by forsythia.

I had been planning to chip all the forsythia twigs and use them as a
mulch, but I've noticed that some of the plants I've just dug up
sprouted from what looks like small twigs.

So ... will chipping the forsythia mean it won't be able to regrow, or
is it a way to get thousands of little forsythia plants?

Any advice will be most welcome.
