Hello Anne,
I am not there to see the Mountain Laurels, but will take some guesses.
Since you have two, one established and one new , and the same condition
exists for both I would guess either lack of water during summer as number
one. Two could be acidity needs. Just mulch this fall and sometime in
February give them an acidic fertilizer used for Azaleas. It sounds like
both have been under stress. Just like Azaleas they can be slow to settle
in and even give you dieback on branches until roots get well established.
don't give up, just watch and use patience for a while.
