Hi Vicky,
My Nikko Blue started blooming last year. I've had it for 5 or 6
yrs. It always gave me one or two blooms in the past. It was my
biggest complaint about it. My friend and favorite nursery man told me
just this past spring that Nikko blooms off of new growth and should be
cut back to the ground. It may be that they really need to be
established before before they show their true colors, so to speak.
With your cooler conditions, yours may benifit from more sun light
during the growing season. Mine is located in a corner on the north
side of the house facing west, so it gets some afternoon sun and looks
wilted in the evenings. Check with your favorite nursery and see what
they say.
