I have divided I. ruthenica at two different times - early spring when the
foliage is about 1 1/2 to 2 inches tall and in the fall. I think the spring
division is better and have had very few losses, though the fall division was
OK. When I divide mine I dig up 1/2 or 1/4 of the clump and take it down to
single fan clusters, but I leave the rest in the ground, to insure that some
of it lives.
In the trade there has been some confusion of I. ruthenica with I. rossii.
I. rossii is very difficult to transplant and can not survive without its
root tips. As a result rossii is very rare in cultivation. Perhaps your
writer was confusing the two.
