         No one else seems to be answering you, so I'll give it a try.  The 
SIGNA checklist doesn't list any hybrids between fulva and any siberian 
iris.  The tet siberians have 2N=56 chromosomes, and fulva has, I think, 
2N=42.  So hybrids between them are pretty unlikely.  Still, strange things 
can happen, and I would not discourage you if you have some reason for 
thinking it might work.  You may have to make many, many crosses before you 
either succeed or decide it won't work.  Any seeds may need embryo culture 
in order to germinate.
