Yes, the center leaf turning brown and pulling out does sound like borer (and 
sometimes other chewing worms/grubs).  Center leaf turning brown at the tip 
first and not easily pulled out of the fan sounds like the first symptoms of 
"scorch". And Anna Mae is correct in that when you notice the older, outer 
leaves turning brown, it is usually a fungus and usually not the end of the world's 
vegetative life as Ken Walkup would have the iris world believe. (unless he 
convinces enough people to throw a cloud of fungicide around the neighborhood).
