Cutting off Water


I have some great Sibs that are just going gonzo.  The bloom was great 
(although done for some time now) and the plants are exceptionally 
healthy.

My question is this:

In my California weather that occasionally gets as hot as 95 (30%-40% 
humidity)  but mostly stays in the 75-85 range, should I ever stop 
watering them, let the foliage die back, and have the plants go 
dormant?

Sometime this fall I am gping to give them a "haircut" to ground level 
to clean them up. I did not do that last year and they looked terrible 
with all that dead foliage hanging about.
