Hi John,
I don't think it would be a good idea to let them go dormant until fall. Your temperatures are better than ours right now which are 85 to 90 plus. We have also been in a drought situation for over two months. It has been difficult to keep things watered and I am afraid there will be permanent damage to Siberian and Japanese irises, as well as miniature dwarfs. The conventional wisdom here is that most perennials need 1 inch of water per week to stay healthy.
