What you are experiencing is iris bud fly larvae - Orthochaeta dissimilis.
In our field we spray just the buds with the systemic insecticide Cygon when
the flowers start opening with signs of damage. If you want a cultural
solution, talk to Shirley Pope from Gorham, Maine. She has a method she
swears by, but I don't remember exactly what it is. It requires hand-removal
of all damaged flowers and destruction of every larva. Marty
