Chris H., Andy W. and Bob H. might have some good advice. This
doesn't sound like the budfly to me but I am not at all up on
this. Altho' I seem to remember finding a worm/larvae inside
some of the buds I opened a few years ago.

How are they looking? Do you see any sign of the damage this
year, the 3rd year? Are all the Siberians affected or just a
few?
I am assuming that they are in the ground and not those in the
grocery bags (without water or sun)?
