Lana, Marty and I have been using Merit (Imidicloprid) for borer the last two 
years with very good success.  I think it matters what type of Merit you use 
- it comes in so many different forms.  We use the Merit 75 WP which stands 
for wettable powder.  You use it in very small amounts :  1/2 teaspoon per 4 
gallons and we apply it by sprayer.  Spraying seems better than drenching the 
soil because Merit does not translocate through the plant quickly and the borers 
may get too big before the Merit gets up there.  (That's my theory anyway.)  I 
like it better than Cygon for borer because it is not harmful to humans.  At 
the time we spray for borer there are no flower buds so I do not think it is 
harming the bees.  I have read on the web from rose growers that they find that 
Merit does not translocate into the flower buds.  We have significant 
populations of honey bees around and they have not diminished at all.
