My guess would be that most small businesses are a bit intimidated by the 
process. I know of a few who are embarrassed to have only one package 
inspected a year.

Each year I make one shipment of plants across the border to a friend who 
also sends a shipment down here. I don't know how unique this is but since 
both of us want to get plants to other locations without a huge expense, we 
piggy-back the few additional plants on the shipments to each other. One 
phyto. One shipping charge. One package to worry about. Once the package 
lands, the plants on their way to other addresses within our respective 
countries are repacked, labeled and shipped off.

We're trading so the real headache for me is driving 45-50 miles into 
Spokane just to have plants inspected.  It's $14 for the phyto. (It's twice 
that much if the Ag agent has to drive out.) The charge is the same whether 
it's 1 plant or a truckload of them.

I wouldn't think this would be a real problem for nurseries *selling* the 
irises though since charges are simply tacked on to shipping and the 
inspectors I've talked to are pretty flexible about setting up appointments 
to come out.

As far as washing and packing goes, Washington state insists that 
everything sent out of state be scrubbed and shipped without soil. With the 
beardless, it's a simple matter of popping the roots into a gel-pack. 
Maximum time the things can survive (if my memory is correct) is about 3 
weeks. They'll look like the dickens after that long in the dark of a box, 
but most will still be alive!
