Yes Iris reticulata is a bulb, regularly forced for the early spring
bulb plant trade.  I have found that once forced the bulbs have depleted
too much energy to come back and flower the next year.  If your friend
wants to try, they need to keep them sunny, cool and fed.  This helps to
keep the foliage, which will get long and grassy.  The longer the
foliage is kept the better the chances of success next year.  As the
foliage is building the food that will produce next years bulbs.

I live in zone 3 and have found that true Iris reticulata only lasts a
few years here, whereas Iris histiroides 'Harmony' and 'George' do
better, lasting longer and flowering for a few years after the initial
planting.
