Unless it is a restricted species (like mangos), there is no problem with
seeds as long as they are clean (no dirt). I personally have brought in at
the airport various seeds, offered for inspection, and also received seeds
by mail.
Plants are a totally different problem, as they must be placed under
quarantine (sometimes in your own garden) for observation for several
years. If these are species, than seeds would be the way to go. You should
have no problem just having people mail them to you.
