California has different rules than most of the other states. I think you
can import 12 plants with a permit. It has been some time since I looked
into this but if you wish to bring in Siberians (other than in your backpack)
you can get a permit to do so that is not a lot of trouble. Most people buy
plants on an impulsive basis and therefore are stuck with the backpack
problem. The plants are cleaned of soil wrapped in wax paper wrapped again
in wet paper towel and placed in a cardboard tube (as a paper towel tube).
They take little space and it is common knowledge how to do this.
In NYC there are big black dogs running all over the airport sniffing
baggage. One imagines that those dogs can see right through your petty
crime,
Mentioning this one day to my college age nephews I was told that one puts
freshly ground coffee in the baggage and the dogs are led astray.
Just an OT note from an cold and wet and boring place that has no chance for
seeing garden soil until the 4th of July. (maybe a slight exaggeration)
