I can't give you a definitive answer because I just don't know why some
irises bloom and others don't. My only suggestion would be to fertilize and
water the unbloomed clump more than you did last year. The fact that none of
the divisions bloomed the first year is not a surprise because that is
fairly common for beardless iris. Sorry I can't be more helpful.
