Please note that neem is not an insecticide per se. It does not do its work
by killing insects, but rather presents a complex mix of chemicals that
seem to inhibit the insects from feeding, even to the point (in lab tests)
of starving themselves to death rather than eat the neem-coated vegetation.
Consequently I would be truly surprised if drenching the soil would have
the desired effect; but I'm always willing to hear of the latest thinking.
