Jack,
I store Japanese iris seeds in Zip-loc bags in the refrigerator until
January or February, then sow them in a starter mix. I use plug trays,
one seed per cell, with 98 cells per flat. They should be sown shallow.
I leave them outside in full sun and exposed to all the elements. The
only thing I do is make sure they don't dry out. Germination is usually
90% or better, but on the down side, it occurs over a 3 month period! 
I line the plugs out in late June and about half are multiple fan plants
before frost.

BTW, I grew up about 20 miles from Salisbury, so I'm familiar with your
weather. I see no reason this technique wouldn't work for you.
