Bill, considering Tom Burseen's current intro, I have been wondering the same.  My guess is that the structure is an extension of the shelf or ledge on which the beard rests and thus determines the color of the SA extension.  I can think of no other way a flounce or beard can contrast with the fall color.  Many do--the only one I've looked at closely is FLUTE ENCHANTE' which has a white bare horn of some length, but the petal under it is delicate pink.
 
I plan to make some crosses on SWINGTOWN to explore this, as the shelf there is also white, while the petal is a rich medium violet.
