Hot peppers - chiles - are natives of Central and South America, warm
climates with long growing seasons.  I assume PNW is Pacific Northwest.
I've been growing chiles for many years on the west coast of British
Columbia.  I'm now on the southeast coast of Vancouver Island (long growing
season with moderate temperatures) I would never bother to try growing
these plants without a greenhouse.  I currently have a metal frame,
single-layer plastic covered, unheated greenhouse, 20 by 36 feet, for
growing chiles and sweet peppers, tomatoes, aubergines, canteloupes, plus
early crops of edible pod peas and salad greens.  This past winter, a
fairly severe one for this area, I managed to eat fresh broccoli until
about three weeks ago when I cleaned everything out for the new season.  I
also use the greenhouse for starting plants (even early corn) that are
later set in the outdoor garden.
