I think climate has a lot to do with it.  They're easy to grow in AZ. 
The chiltepines (also called chilipiquin in NM & TX) grow wild in some
parts of the state.  Hot peppers seem to like hot, dry weather.

Hungarian Wax (Sweet & Hot) or  NuMex varieties like Anaheim and Big Jim
are easiest to grow.
