These are mu thoughts:-
Surely after a few years the toxic fumes would almost entirely
disappear and
you don't have to have the plants actially touching the ties. Go and
have a look at an old railroad, I think you will find plants smothering
the ties. If you are nervous but determined how about doing your own
trial. Get two ties, fill the space with soil/compost and plant some
quick growing annuals, radish, etc. all over and see what happens. After
all it isn't like putting it on a fence and immediately growing climbers
up it.
