I grow Sweet Spanish from seed planted in February and set out as
transplants in April. I don't know if you could grow from seed, since
parts of PA have very late springs. I spend Memorial Day Weekend in
N.E. Pa every year and we usually have a light frost that weekend,
although not nearly enough to damage onions. But April can be a very
cold month in that part of PA.
