Bad Crops

Hi, I am almost completely unable to grow root crops. My grandparents used
to own my property, and my father (their son) told me they never grew
beets or carrots because they never developed properly. I even have a hard
time getting radishes going - although the larger ones that have to grow
faster, such as 'Champion', seem to grow somewhat better. Potatoes are
small, but at least they grow. Carrots and beets develop almost no
substance to the taproot; it is hardly bigger than the rest of the roots.
Can someone help?

My soil is a sandy loam, with sand about 1' below surface level; pH
6.8-7.0; I use manure and bone meal to treat the soil, add in whatever
compost I have, and spray with kelp. I once did a soil analysis, and of
the 'big 3' I was deficient only in nitrogen, which I correct with liquid
fertilizer.

One more question. Does anyone know how to prevent smut fungus on corn?
Thanks for any help you can give.
