I'm in your area -- northern CA, coastal.  I have three grapes: Vitus
vinifera 'purpurea', Himrod, and Heavenly Blue.  The mail order company I
got them from was terrible and it took alot of pampering to get them to
survive the first year.  This year they are looking good though they were
late in budding out.  Mine seem to be doing great but I live in fear as a
gopher insist on tunneling and feeding near the Himrod and the dog is
determined to catch it! :)
Alot of things could be going on with your grapes. How old are they? Did
they come from a quality nurseryman? Did you get a heath certificate with
them?  I would look close at the leaves and where the leaf stem and vine
connect to rule out pest/fungus. Look close at the vine/trunk to see if its
healthy. If you see nothing look at other stress possibilities such as
temperture swings/drops.  Extreme flux in temperture plays havoc with alot
of different fruits.  I would also contact your local/county ag dept. to see
if other home gardeners/vineyards in your area having trouble.  Ask if your
area has root rot or nemetoid problems or other grape disease.  You may even
be able to locate a local master gardener that can come out and lay hands
upon it and give you some good answers or advise (though be prepared also to
have them shrug and say 'I don't know').  Many of the vineyard before
planting fumigate/gas an area to do away with soil born vine problems ...
not practical for home vine culture and I have serious concerns about the
health hazzards.
I realize this isn't alot of help but just suggestions.  Hope you don't lose
