My experience has been that you simply can't beat the groundhogs with the
low-tech methods. Several years ago I tried a couple of things: several
fences were easily circumvented by the little guys. They can go over them
and under them; and they will if they know that there is good stuff in the
garden. I then tried to trap them and I caught six of them in as many
days.
I have only found one solution that works for me, and that is an electric
fence with a wire that is low to the ground. They could easily burrow
underneath it, but once they get shocked then they never go close to the
garden again. It is fairly easy to set up, and I have not had a single
critter in my garden in three years (when i set it up).
