a garlic question

I dont have much experience in growing garlic.  I have noticed some of mine 
are sending up a 'flower' stalk.  When I dissected one I noticed that instead 
of little flowers that there are little bulbs.  Can these heads of tiny bulbs 
be planted for any results?
