Martha, in my experience, sugar snap peas are best when the
peas inside the pod are just beginning to swell the pod. Don't
let them get really bloated or the pods get tough. They are
very good either raw (as someone else suggested, a good way
to test for your preference) or steamed for a few minutes. On
some types it's best to removed the strings first by snapping
each end at the very tip and pulling across the top or bottom
of the pod.
