Stunted corn

Hello, how are you guys and gals? I guess you must have your gardens up and growing. here in Singapore its been rather hot and dry and I am having a problem with my corn- Country Gentleman. Most of my plants are stunted- flowering at 2 ft. Is it likely that they will fruit? I planted them on ground fed with compost but it doesnt seem to have helped.
