In our area early morning is when to water, especially if overhead.
We have a high population of various fungal diseases, so evening
watering is out. Leaves wet over night have a much increased
incidence of fungal problems. Water, let everything dry by evening
and the plants will have much fewer problems. Also, try not to handle
plants with wet foliage as that is a great way to spread disease,
esp. in beans.
