One bit of info I've picked up from another gardening list is that you can
make your own seed tape with double ply toilet paper and a little flour
and water paste.
I doubt however that seed tape would provide protection from critters.
Some of the suggestions I have heard recommend a layer of grid-type wire
(ie. chicken wire) at the bottom of your garden bed to protect against
burrowing animals and/or a topper of some sort to serve as a barrier vs
animal attacks from above.
