Barry,

The most common reason for small carrots is not enough thinning.  If carrots
are too close together, they do not compete well and the roots don't size
up.

Compaction of the soil can also be a problem so if your soil is a heavy
clay, you may want to double dig it for next year or amend it with lots of
organic matter to lighten it up.

It doesn't sound like there was a deficiency unless the carrots themselves
were pale in colour or tasted weird.  That's usually due to potassium
deficiency and can be corrected by adding kelpmeal or green sand to your
soil.

Not sure about your tomato question, though.  Did it affect the actual fruit
production?
