Usually caused by inadequate thinning or, more rarely, because of dense,
compact soil.

Those white bumps are extra roots waiting to form in the event that the
stem touches the soil. These features are especially prominent in
tomatoes grown in high humidity such as one finds in a green/hoop house
or tunnel cloche. But they always form at the base of the stem and on
any older vines that have sagged near to the soil.
