Yes, that's Koelreuteria paniculata (I'm guessing you know the scientific
name now, but just in case)... Here's some info:

If I remember, the seeds on those guys are pretty thick and hard and
require some serious stratification. I don't have Dirr handy, but I
think he says to use sulphuric acid. Assuming that you don't have any
handy or want to work with it (I wouldn't blame you!), you can try
filing away at the seed with a nail file to thin the seed coat (just don't
file too far into it!).
Another popular method is to boil water, allow it to cool slightly, then
pour a SMALL amount onto the seed (maybe enough to just cover it). Keep
the container in a warmish place for 12-24 hours and then sow the seeds.
