Yes and yes. Mine made it through this year's disastrous Easter weekend freeze when it got down to 150 several nights in a row after everything had broken dormancy. The Sophora davidii lost some branches but it has made a full recovery and is quite bushy again now. My hort friends always zero in on this shrub when they visit my place; it's color is a particularly attractive shade of dark green.
