Pitiful Weeping Cherry

About mid-July the leaves on my Prunus x cv. 'Snofozam' White
(Snowfountains Weeping Cherry) start turning yellow and dropping. I
took a branch in to the extension office last year. The extension agent
said that the tree was perfectly healthy and that the problem was
"environmental stress" from heat and wind. He also said I should not be
concerned about the tree's health and that he did not know how to
prevent it but Wilt-Pruf might help.

When the tree guy at the nursery found out that it still had half its
leaves his reaction was pretty much "quitcherbi&*hen".

The tree is near the front walk about 18' from the east side of the
house. Its bedraggled late summer appearance is definitely lacking the
charm with which I would like to greet visitors. The patient has full
sun, decent soil, mulch, a raised bed and drip irrigation. All else in
this bed are very happy campers. We have had plenty of rain this summer
and, other than the last, week temps rarely rising above 90°.

Is the problem fixable? If so, how? I sprayed the tree with Wilt-Pruf
around the first of May. Would spraying in late June be better? Should
I just give up and plant a lovely clematis? :)
