Not quite. The people who misinterpreted must not have read it. In 1994
President Clinton signed an Executive MEMORANDUM, not an order, which did not
ban anything. It RECOMMENDED that federally-funded projects and federal
buildings landscape with regional native plants. It also recommended using
less water and fewer chemicals.
