Actually at least in this area wounds from pruning  seal quicker while 
the plant is dormant.  It is our feeling that there is less stress on the 
tree at this time of year since the tree is not trying to support 
foliage.  Also because of the cold temperatures insects and disease are 
not a problem.  From a purely functional standpoint plants are usually 
easier to work with when they are dormant.
