Rosa rugosa can handle shade pretty well and doesn't have problems with
powdery mildew, but you might want to think about one of the more disease
resistant cultivars anyhow.  'Fru Hagmar Hastrup' is my favorite, followed
by 'Albo-plena'.

You'll get fewer blooms in the shade.  

If you're really set on growing a rose in shady conditions, consider
Rosa eglanteria.  This rose has oil glands on the leaves that exude
a sweetish smell (almost like a rose petal) when rubbed.  On windy 
days I've smelled it up to 50 yards away, and it lasts all summer long.  :)
The flowers are nice too (but not extraordinary), and it does produce
nice red hips.

Two other interesting shrubs that I didn't see mentioned are Dirca
palustris and Xanthorhiza simplicissima.
