What about a hardy kiwi? They are pretty, and you might as well get the bonus of edible fruit too. Assuming your arbor is large and sturdy enough, run a male up one side, a female up the other, and they will meet in the middle and probably cross over.

Or, if your arbor isn't that large, you could try a winter grape. They don't get big and rampant like other grapevines. I have one that is about 3 yrs old, and it is quite well behaved.
