subshrubs


I keep seeing certain plants referred to in catalogues as "subshrubs".
(perovskia and lavatera "Barnsley" come to mind.) What does this mean? 
Does it mean that they get woody, but are smaller than regular shrubs?
That their woodiness is not hardy and they will kill back like a
perennial? That you can either treat them as a shrub or as a perennial?
Would love to know.
