Transplanting seedlings...when?

I have grown from seed and have the following under lights in my
basement,
callicarpa, nandina, daphne mezereum, hydrangea,
mahonia japonica, and "Bonica" rose
I am new to this and would like to know when might be the
safest time to plant these 6 to 10 inch seedlings out in pots(???) in a
shaded (???) nursery bed.
I am in Southeastern Pennsylvania Zone 6a...humid climate...any help any
of you
might have to give would be greatly appreciated. I don't want to lose
any of these shrubs i've tended so carefully.
