Hi,
Cedar is a common name so confusion always follows :-) Juniper is
considered a cedar and can host the rust, Arborvitae is not a host. I
am not familiar with PNW plants so I can't be of much more help, sorry.

Well. Hmm. I have no cedars in my yard,
there may be some in the neighborhood. The
tree is near some arborvitae of a heighbors (like
about 3' away). Is that the possible lethal
combo or is it definitely cedar trees?
