Hal, no recommendations for dwarf conifers for z5b...sorry, but
winter damage to Spirea should not be a problem as they bloom on new
wood. I always give mine a pretty good haircut in late winter /
early spring. Cut a whole bunch of overgrown ones to the ground this
March and they are now about 2.5 feet tall and starting to flower.
Holly will also take pretty drastic pruning with aplomb.
