Hello Steve,
If you're spring weather has been cool and damp this is most likely
a case of Phomopsis tip blight of Juniper. This is a rather common fungal
disease of the horizontal junipers, especially during cool, wet springs.
Best thing to do is prune off the brown branch tips and disgard. Fungicide
sprays are only effective when used preventatively, which means spraying
very early in spring. My guess is the weather is the main cause of the
disease showing up this year.
