It's actually a plant that I put in at my parent's house, up in Chicago.
One factor may be that it gets shade in the morning hours, then gets
sun from noon until sunset.  It was planted in a rose garden, so
other nearby roses may have contributed to the problem.  It was watered
from the ground through a bubbler every other night for an hour (none
on the foliage).

No disease problems, and no spraying.  It can have problems with Japanese
beatles -- if you have them, they'll flock to this plant.  No real damage,
but just a nuisance.  They really don't even need fertilizing or watering,
being moderately drought tolerant.  I think that they DO require good
drainage, as I've had a couple die on me in heavy clay soils that weren't
amended.
