Don,
If you want a shrub, try Symphoricarpos albus - snowberry. It's a
suckering, layering shrub, good for holding banks; tolerates some
shade and also sun and likes to cover ground. Puts out long slender
branches that root where they touch ground. If you want some, email
me privately.
Plain old Forsythia will do that, too...
