Hi Mary Lou,
Kousa dogwoods aren't supposed to be the easiest to root, but the
best success is achieved if you collect softwood cuttings in June.
Dirr recommends using 1000ppm IBA-quick dip as a pretreatment, but you
can try it out with a commercially available rooting hormone as well.
Placing the cuttings under mist in a peat:perlite solution is your
best bet, but it can take 4 months before anything shows.
On the other hand, seeds are easy to germinate, but take 3 months at
41 degrees F.
